Whether the Government of Maharashtra
has requested the Ministry of Planning and the
Union Government to give a special grant of Rs.
1000 crore for solving the problems of Mumbai;
Whether more than 30 per cent
of Excise, Custom duty, Corporate Tax and Income
Tax is coming from Mumbai alone;
Whether it is also fact that Union
Government have not given any special grants to
Mumbai after 1987; and
If so, whether the Union Government
propose to give special grants to Mumbai in particular
and the Maharashtra State in general to overcome
their problems for providing basic amenities like
water, sanitation, electricity in slums ?

Mumbai is included under the Centrally
Sponsored Scheme of Megacity. The scheme has been
in operation since 1993094 Under the scheme, up
to 31-3-99 an amount of Rs. 102.48 crores has
been released as grant from Central Government.
In respect of Custom duty and
Corporate Tax, the Percentage collection from
Mumbai is more than 30% However, in respect of
Central Excise and Income Tax, the percentage
collection is less than 30%.
Planning Commission has been providing
Additional Central Assistance (ACA) to the State/UTs
under National Slum Development Programme for
improving infrastructure facilities like provision
of water, sanitation, street lighting, shelter
upgradation etc. in urban slums since 1996-97
(the ACA is allocated to the States only City/town
wise allocations within the States are made by
the respective States/UTs) The year-wise allocations
under the programme to the Government of Maharashtra
are given below.

Under Centrally Sponsored Accelerated Urban Water
Supply Programme having population upto 20.000
as per 1991 census, total of Rs. 1173.65 lakhs
has been released upto 1999-2000. Under Low Cost
Sanitation Scheme for Liberation of Scavengers,
total of Rs. 1163.17 lakh as loan and Rs. 1220.02
lakh as subsidy has been released upto 28-2-1999.
