MULUND-BHANDUP LOAD SHEDDING – MERC

DIRECTS MSEDCL TO SUBMIT EXPLANATION

FOR VIOLATION OF ZERO-BASED LOAD SHEDDING

MERC issued directive to MSEDCL to give explanation for “restarting of irrational and illegal load shedding imposed in Mulund-Bhandup-Kanjur area in mid-July and illegal scrapping of zero based Load Shedding Model”.  The order was issued during the hearing of a Petition filed by BJP leader, Dr. Kirit Somaiya. 

Dr. Kirit Somaiya, Sardar Tara Singh and 13 other associates filed the Petition with MERC for restarting of horrible 6-hour load shedding in Mulund-Bhandup-Kanjur area.  The main prayers of the Petitioners are : 

1.    Withdrawal offload shedding executed after 15th July 2008

2.    Explanation for abnormal additional reliability charges

3.   Explanation and rectification of absurd additional security deposit being collected from June 2008

4.    Details of additional power obtained from Tatas/TISSA, etc.

5.    Explanation about failure in executing zero load shedding, i.e. Pune Model, in the area

6.    GoM and MSEDCL should treat Mumbai as one zone and 15 lakh residents from Mulund-Bhandup-Kanjurmarg be treated at par with other parts of Mumbai.

MERC stated that the zero load shedding order was issued on 30th May 2008 for the above area at the request/application submitted by MSEDCL.  It is MSEDCL which approached MERC, consumers stating that these areas shall be free from load shedding if the consumers agree to pay 43 paise more per unit. MSEDCL also entered into agreement with Tata Power to make available additional power for these areas.  MERC questioned MSEDCL why, in spite of having such agreement, additional charges and deposits being collected, Mulund-Bhandup-Kanjur being declared free from load shedding, how MSEDCL can restart horrible load shedding in these areas. 

Dr. Somaiya stated that MSEDCL could not submit any satisfactory reply.  It is inefficiency, irresponsible behaviour of MSEDCL and Government of Maharashtra that has caused horrible trouble to the Mulund-Bhandup-Kanjur areas.  During the hearing, along with these areas, Thane, Navi Mumbai and Pune absurd load shedding issue also came up. 

MSEDCL has been asked to submit the explanation in the next 7 days.
