several announcements after the 26th
July 2005 incident of Rs.12,411 crores
from Centre for the flood relief, Rs.1,250
crores for Mithi River and Rs.1,600 crores
financial support for BRIMSTOWAD – Mumbai
Storm Water Drainage System.
After 24
months, what we have got? Only Rs.1,242
crores. Nothing is received for Mumbai.

INCIDENT
The pity of
the relief and rehabilitation measures is
that, on one side, hardly 10% of the
losses – relief disbursed. As per
Government of Maharashtra announcement in
the Legislature, total loss/damage caused
amounted to Rs.13,100 crores, against
which Rs.1,242 crores relief were
disbursed. Of this amount, hardly 50%
amount reached the concerned persons.
CAG in his
Report has passed strong strictures about
corruption, non-transparency and chaos in
the relief measures. CAG has stated,
“Relief
assistance in cash and kind paid without
verifying eligibility. Financial
management during the process of relief
and rehabilitation was scuttled with the
case of over-drawal, diversion of funds.”
CAG Report
has also passed strictures on Mithi River
Rejuvenation Project. It has stated that
MMRDA and its contractors’ work and
payment system is totally non-transparent.
CAG has also
asked the State Government to have a
full-fledged investigation of relief &
rehabilitation measures and disbursement
of funds.
