7/11 BLAST VICTIMS GET JUSTICE AFTER 27 MONTHS

   

Government of Maharashtra at last after the lapse of 27 months accepted and agreed to the Human Rights Commission for medical treatment/expenses for seriously injured victims of the Mumbai 7/11 blast.  Human Rights Commission Chairman, ex Chief Justice of Mumbai High Court, Dr. Kshitij Vyas issued final order on the Petition of Dr. Kirit Somaiya and the victims.  1078 victims got justice after a struggle of 27 months.  Government of Maharashtra Relief & Rehabilitation Ministry agreed and accepted the order to fulfill the commitment for the relief and rehabilitation of 1078 victims. 

It may be noted that after the Mumbai bomb blast of 11.7.2006, BJP leader, Dr. Kirit Somaiya, Gopal Shetty and Parag Alawani along with the victims filed Petition with the Human Rights Commission at Mumbai and Delhi in August 2006.  The Petition prayed : 

1.         The lists of victims were varying between State and Central Govt.’s various departments

2.         State Government was inclined to give relief and rehabilitation only to 687 victims

3.         Railway Ministry list contained 1058 victims

4.         According to Mumbai Police ATS, victims were 1078

5.         Though the financial compensation of Rs.5 lacs, Rs.1 lac, Rs.50,000 were announced, it was paid only to 700 victims.

6.         State Government, in spite of public announcement and commitment, refused to take care of medical treatment, successive surgeries, medical expenses

7.         Railway and Govt. of India were not executing their commitment

8.         Jobs were not provided to the victims in spite of announcement of the Governments. 

In the course of 27 months, there were 20 hearings.  Slowly and steadily, Govt. of India, Railway Ministry, and Govt. of Maharashtra accepted the responsibility.  13 interim relief orders were issued by the Human Rights Commission during this period.  Due to Human Rights Commission, almost all the victims got full financial compensation, medical treatment, help for medical reimbursement, etc. 

Today, at the time of the final hearing, Dr. Somaiya, the Petitioner, thanked Chairman of Human Rights Commission, ex-CJ Dr. Kshitij Vyas for taking so much interest and pursuing to see that relief and rehabilitation measures were taken to the logical end.  Dr. Somaiya urged the Commission that the Commission may recommend strong law, clear guidelines and qualification for relief and rehabilitation measures.
